Do i have to have a prescription to buy color contacts ?

I dont wear contact lenses or prescription gles, so i was just wondering why cant we just buy them w/o prescription, i went to this place and they kick me out with an attitude . I do have color contacts, my mom brought a pair from Colombia. Im only 17, so i dont have that much money for an optometrist. Thanks, Jennifer. Im using my brother's pc.
